Kad\u0131nlar, gen\u00e7ler ve<br \/>\nbenzeri k\u0131r\u0131lgan gruplar, mevcut ekonomik ve sosyal yap\u0131lar i\u00e7inde zaten bir dizi zorlukla m\u00fccadele<br \/>\nederken, ye\u015fil ge\u00e7i\u015f s\u00fcreci bu gruplar\u0131n \u00fczerindeki olumsuz etkileri daha da derinle\u015ftirebilecektir. Bunun<br \/>\nyan\u0131 s\u0131ra, d\u00fc\u015f\u00fck vas\u0131fl\u0131 i\u015f\u00e7iler gibi ye\u015fil ge\u00e7i\u015ften kaynaklanan mesleki de\u011fi\u015fimlere adapte olma becerileri<br \/>\ns\u0131n\u0131rl\u0131 olan di\u011fer gruplar\u0131n da bu s\u00fcre\u00e7ten daha fazla zarar g\u00f6rme ihtimali bulunmaktad\u0131r.<br \/>\nT\u00fcrkiye\u2019nin ekonomik d\u00f6n\u00fc\u015f\u00fcm\u00fcne entegre edilen iklim hedefleri, potansiyel olarak daha y\u00fcksek<br \/>\nb\u00fcy\u00fcme ve istihdam f\u0131rsatlar\u0131 yaratma kapasitesine sahip olsa da, \u00f6zellikle ge\u00e7i\u015fe u\u011frayacak sekt\u00f6rlerde<br \/>\n\u00f6nemli zorluklar ve belirsizlikler do\u011furabilecektir. Daha ye\u015fil ve s\u00fcrd\u00fcr\u00fclebilir \u00fcretim y\u00f6ntemlerine<br \/>\nge\u00e7i\u015fin sa\u011flanaca\u011f\u0131 baz\u0131 sekt\u00f6rlerde yeni istihdam f\u0131rsatlar\u0131 ortaya \u00e7\u0131karken, di\u011fer sekt\u00f6rlerde mevcut<br \/>\ni\u015flerin tehlikeye girmesi s\u00f6z konusu olabilecektir. Bu ba\u011flamda, ye\u015fil ge\u00e7i\u015fin etkileri, yaln\u0131zca \u00e7evresel<br \/>\ns\u00fcrd\u00fcr\u00fclebilirlik ile s\u0131n\u0131rl\u0131 kalmay\u0131p, ayn\u0131 zamanda sosyal yap\u0131n\u0131n temellerine de ciddi \u015fekilde etki<br \/>\nedecektir.<br \/>\nYeterli deste\u011fin sa\u011flanmamas\u0131 durumunda, h\u00e2lihaz\u0131rda k\u0131r\u0131lgan olan veya i\u015fg\u00fcc\u00fc piyasalar\u0131ndan<br \/>\nd\u0131\u015flanm\u0131\u015f gruplar, iklim de\u011fi\u015fikli\u011fi ve ye\u015fil ge\u00e7i\u015f s\u00fcrecinin olumsuz sonu\u00e7lar\u0131 nedeniyle daha da<br \/>\nsavunmas\u0131z hale gelecektir. 2023 verilerine g\u00f6re T\u00fcrkiye\u2019de kad\u0131nlar\u0131n yaln\u0131zca %31,3\u2019\u00fc istihdam<br \/>\nedilmekte olup, bu oran, OECD ortalamas\u0131 olan %63,2\u2019nin olduk\u00e7a gerisindedir. Bu ba\u011flamda, ye\u015fil<br \/>\nge\u00e7i\u015fin yaratt\u0131\u011f\u0131 yeni i\u015f f\u0131rsatlar\u0131ndan kad\u0131nlar\u0131n d\u0131\u015flanma riski olduk\u00e7a y\u00fcksektir. Ancak, bu s\u00fcrecin<br \/>\ndo\u011fru y\u00f6netilmesi durumunda, ye\u015fil ge\u00e7i\u015f yaln\u0131zca savunmas\u0131z gruplar i\u00e7in zorluklar yaratmakla<br \/>\nkalmay\u0131p, ayn\u0131 zamanda yeni f\u0131rsatlar\u0131 da sunabilir. \u00d6zellikle savunmas\u0131z gruplar\u0131n, ye\u015fil ekonomide<br \/>\nyarat\u0131lacak yeni i\u015f alanlar\u0131na eri\u015fimini sa\u011flamak, onlar\u0131 yoksulluktan kurtarma noktas\u0131nda \u00f6nemli bir<br \/>\nad\u0131m olacakt\u0131r.<br \/>\nSanayi ve Teknoloji Bakanl\u0131\u011f\u0131 taraf\u0131ndan Kalk\u0131nma Ajanslar\u0131 arac\u0131l\u0131\u011f\u0131 ile uygulanan Sosyal Kapsay\u0131c\u0131<br \/>\nYe\u015fil Ge\u00e7i\u015f Projesi (SoGreen), bu hedeflere ula\u015fmak i\u00e7in \u00f6nemli bir platform sunmaktad\u0131r. Proje ile<br \/>\nsa\u011flanacak finansman, Kalk\u0131nma Ajanslar\u0131n\u0131n mevcut destek mekanizmalar\u0131 arac\u0131l\u0131\u011f\u0131yla 81 ilde<br \/>\nkapsay\u0131c\u0131 ye\u015fil d\u00f6n\u00fc\u015f\u00fcm temas\u0131na uygun \u00e7e\u015fitli projeleri desteklemek i\u00e7in 7 y\u0131l s\u00fcreyle kullan\u0131lacakt\u0131r.<br \/>\nBa\u015fta kad\u0131nlar ve gen\u00e7ler olmak \u00fczere ye\u015fil d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde \u00f6n plana \u00e7\u0131kan dezavantajl\u0131 gruplara<br \/>\ny\u00f6nelik ye\u015fil ge\u00e7im kaynaklar\u0131 olanaklar\u0131n\u0131n geli\u015ftirilmesi i\u00e7in tasarlanan SoGreen Projesi ile yeni i\u015f ve<br \/>\nistihdam alanlar\u0131n\u0131n yarat\u0131lmas\u0131 ve sosyal kapsay\u0131c\u0131l\u0131\u011f\u0131n art\u0131r\u0131lmas\u0131 hedeflenmektedir. Projenin birinci<br \/>\nbile\u015feni, kad\u0131nlar ve gen\u00e7lerin ekonomik f\u0131rsatlara daha iyi eri\u015fimini sa\u011flamay\u0131 hedeflerken, ye\u015fil ge\u00e7i\u015f<br \/>\ns\u00fcre\u00e7lerine katk\u0131 sa\u011flayacak faaliyetler i\u00e7in geri \u00f6denebilir finansman ve hibe deste\u011fi sunmaktad\u0131r.<br \/>\nSoGreen Projesi kapsam\u0131nda yaln\u0131zca, Avrupa Birli\u011fi (AB) 2020 ye\u015fil taksonomi d\u00fczenlemesinin alt\u0131<br \/>\n\u00e7evresel hedefinden biriyle uyumlu olan alt proje teklifleri desteklenecektir. Bu ba\u011flamda, projenin<br \/>\nbirinci bile\u015feni, mevcut ve yeni yararlan\u0131c\u0131lar\u0131n, ye\u015fil ge\u00e7i\u015f s\u00fcrecine katk\u0131 sa\u011flayan ekonomik f\u0131rsatlar<br \/>\nyaratmalar\u0131n\u0131 te\u015fvik edecektir. S\u00f6z konusu faaliyetler aras\u0131nda; (a) enerji ve malzeme verimlili\u011fini<br \/>\nart\u0131rmay\u0131, yenilenebilir enerji kaynaklar\u0131n\u0131n kullan\u0131m\u0131n\u0131 te\u015fvik etmeyi, sera gaz\u0131 emisyonlar\u0131n\u0131 azaltmay\u0131<br \/>\nama\u00e7layan mevcut ye\u015fil teknolojilerin kullan\u0131m\u0131n\u0131 destekleme; (b) ye\u015fil d\u00f6n\u00fc\u015f\u00fcm\u00fc kolayla\u015ft\u0131racak veya<br \/>\nye\u015fil t\u00fcketim modellerine hizmet edecek yeni i\u015f ve hizmet modelleri geli\u015ftirme; (c) iklim de\u011fi\u015fikli\u011fi ve<br \/>\ndo\u011fal afetlere kar\u015f\u0131 dayan\u0131kl\u0131l\u0131\u011f\u0131 art\u0131rmak amac\u0131yla sel riskini azaltma, verimli havaland\u0131rma ve so\u011futma<br \/>\nsistemleri ile tedarik zinciri risklerini y\u00f6netme gibi \u00e7e\u015fitli faaliyetler yer almaktad\u0131r.<br \/>\n9<br \/>\nT.C. Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131 koordinasyonunda faaliyet g\u00f6steren \u0130pekyolu Kalk\u0131nma Ajans\u0131<br \/>\n(\u0130KA) TRC1 D\u00fczey 2 B\u00f6lgesi\u2019ni kapsayan Gaziantep, Ad\u0131yaman ve Kilis illerinde faaliyet<br \/>\ng\u00f6stermektedir. TRC1 D\u00fczey 2 B\u00f6lgesi\u2019nde b\u00f6lgesel ve yerel kalk\u0131nman\u0131n h\u0131zland\u0131r\u0131lmas\u0131,<br \/>\ns\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma yakla\u015f\u0131mlar\u0131n\u0131n benimsenmesi, b\u00f6lgeler aras\u0131 ve b\u00f6lge i\u00e7i geli\u015fmi\u015flik farklar\u0131n\u0131n<br \/>\nazalt\u0131lmas\u0131 amac\u0131yla b\u00f6lge planlar\u0131n\u0131 haz\u0131rlamak ve bunlar\u0131n uygulanmas\u0131n\u0131 sa\u011flayacak projelere destek<br \/>\nolmak, b\u00f6lgenin k\u0131rsal ve yerel kalk\u0131nma ile ilgili kapasitesinin geli\u015ftirilmesine katk\u0131da bulunmak,<br \/>\nb\u00f6lgedeki t\u00fcm payda\u015flar aras\u0131nda b\u00f6lgesel kalk\u0131nmaya dayanak sa\u011flayacak motivasyonu sa\u011flamak,<br \/>\npayda\u015flar\u0131n kurumsal kapasitelerinin art\u0131r\u0131lmas\u0131na yard\u0131mc\u0131 olmak Ajans\u0131n temel g\u00f6revleri aras\u0131nda yer<br \/>\nalmaktad\u0131r.<br \/>\nTRC1 B\u00f6lge Plan\u0131 (Gaziantep, Ad\u0131yaman ve Kilis illerini kapsayan) 2024-2028 d\u00f6neminde<br \/>\ns\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma ilkeleri do\u011frultusunda \u015fekillendirilmi\u015f ve \u00e7evresel duyarl\u0131l\u0131k y\u00fcksek bir vizyon<br \/>\nbenimsemi\u015ftir. 2024-2028 TRC1 B\u00f6lge Plan\u0131 vizyonu \u201cToplumsal ili\u015fkiler a\u011f\u0131 g\u00fc\u00e7l\u00fc, riskler ve afetler<br \/>\nkar\u015f\u0131s\u0131nda diren\u00e7li, ekonomik olarak geli\u015fmi\u015f ve ye\u015fil, \u00e7ok y\u00f6nl\u00fc f\u0131rsatlar b\u00f6lgesi, Yenilik Yolu;<br \/>\n\u0130pekyolu\u201d olarak belirlenmi\u015ftir. Bu kapsamda, \u00fcretim s\u00fcre\u00e7lerinde kaynak verimlili\u011finin art\u0131r\u0131lmas\u0131,<br \/>\nat\u0131klar\u0131n yeniden kullan\u0131m\u0131n\u0131n ve geri d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn te\u015fvik edilmesi ile \u00e7evreye duyarl\u0131 teknolojiler<br \/>\nyayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 hedeflenmektedir. Bu sebeple, programa<br \/>\nproje ba\u015fvurusu yapacak t\u00fcm payda\u015flar\u0131n ba\u015fvuru rehberini dikkatlice okumalar\u0131 gerekmektedir.<br \/>\nBa\u015fvuru sahipleri ba\u015fvuruda bulunduklar\u0131 andan itibaren ilgili mevzuat h\u00fck\u00fcmlerini ve bu rehberde yer<br \/>\nalan b\u00fct\u00fcn hususlar\u0131 kabul etmi\u015f say\u0131l\u0131rlar.<br \/>\n1.3. iklim de\u011fi\u015fikli\u011fine<br \/>\nuyum kapasitesinin artt\u0131r\u0131lmas\u0131, d\u00f6ng\u00fcsel ekonomiye ge\u00e7i\u015fin g\u00fc\u00e7lendirilmesi, s\u00fcrd\u00fcr\u00fclebilir ye\u015fil<br \/>\nfaaliyetler ve \u00e7evre dostu teknolojilere ge\u00e7i\u015fin h\u0131zland\u0131r\u0131lmas\u0131 konular\u0131nda istihdam ve ekonomik<br \/>\nkazan\u0131mlar\u0131n\u0131n artt\u0131r\u0131lmas\u0131d\u0131r.<br \/>\nBu Program\u0131n \u00f6nceli\u011fi, AB 2020 Ye\u015fil Taksonomi T\u00fcz\u00fc\u011f\u00fc&#8217;n\u00fcn a\u015fa\u011f\u0131da belirtilen alt\u0131 \u00e7evresel hedefinden<br \/>\nen az biriyle uyumlu olan faaliyetlerin desteklenmesidir:<br \/>\n\uf0b7 \u0130klim de\u011fi\u015fikli\u011finin azalt\u0131lmas\u0131<br \/>\n\uf0b7 \u0130klim de\u011fi\u015fikli\u011fine uyum<br \/>\n\uf0b7 Su ve deniz kaynaklar\u0131n\u0131n korunmas\u0131 ve s\u00fcrd\u00fcr\u00fclebilir kullan\u0131m\u0131<br \/>\n11<br \/>\n\uf0b7 D\u00f6ng\u00fcsel ekonomiye ge\u00e7i\u015f<br \/>\n\uf0b7 Kirlili\u011fin \u00f6nlenmesi ve kontrol\u00fc<br \/>\n\uf0b7 Biyo\u00e7e\u015fitlili\u011fin ve ekosistemlerin korunmas\u0131 ve restore edilmesi<br \/>\nYe\u015fil d\u00f6n\u00fc\u015f\u00fcmden daha fazla etkilenecek kad\u0131nlar ve gen\u00e7ler ba\u015fta olmak \u00fczere k\u0131r\u0131lgan gruplar\u0131n<br \/>\nistihdam\u0131n\u0131 art\u0131rmaya veya daha iyi i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131na imk\u00e2n sa\u011flayan proje \u00f6nerilerine<br \/>\nde\u011ferlendirmede ilave puan verilecektir:<br \/>\n1) Mikro ve k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli i\u015fletmeler i\u00e7in: \u0130\u015fletmenin kad\u0131nlar veya gen\u00e7ler taraf\u0131ndan sahip olunmas\u0131<br \/>\nveya y\u00f6netilmesi:<br \/>\na) A\u015fa\u011f\u0131daki \u015fartlardan en az birini sa\u011flayan i\u015fletemlere ilave 4 puan verilecektir:<br \/>\ni) Kad\u0131nlara\/gen\u00e7lere ait veya h\u00e2kim ortakl\u0131\u011f\u0131 kad\u0131nlara\/gen\u00e7lere ait olan i\u015fletmeler,<br \/>\nii) Kad\u0131nlar\/gen\u00e7ler taraf\u0131ndan y\u00f6netilen i\u015fletmeler,<br \/>\niii) \u00c7al\u0131\u015fanlar\u0131n\u0131n %50&#8217;sinden fazlas\u0131 kad\u0131n\/gen\u00e7 olan i\u015fletmeler.<br \/>\nb) Sahibi kad\u0131n ve gen\u00e7 olan i\u015fletmeler ile proje orta\u011f\u0131 olunmas\u0131 durumunda ilave 1 puan<br \/>\nverilecektir.<br \/>\n2) Kooperatif ve \u00fcretici birlikleri i\u00e7in: Kooperatif ve \u00fcretici birliklerinde kad\u0131nlar\u0131n\/gen\u00e7lerin<br \/>\ny\u00f6netimde yer almas\u0131 veya temsili:<br \/>\na) A\u015fa\u011f\u0131daki \u015fartlardan en az birini sa\u011flayan kooperatifler\/\u00fcretici birliklerine ilave 4 puan<br \/>\nverilecektir:<br \/>\ni) Kad\u0131nlar\/gen\u00e7ler tarafindan y\u00f6netilen kooperatifler\/\u00fcretici birlikleri,<br \/>\nii) \u00dcyelerinin %50&#8217;sinden fazlas\u0131 kad\u0131n\/gen\u00e7 olan kooperatifler\/\u00fcretici birlikleri.<br \/>\nb) \u00dcyelerinin y\u00fczde 50&#8217;sinden fazlas\u0131 kad\u0131n\/gen\u00e7 olan kooperatifler\/\u00fcretici birlikleri ile proje<br \/>\norta\u011f\u0131 olunmas\u0131 durumunda ilave 1 puan verilecektir.<br \/>\n3) Sosyo-Ekonomik Geli\u015fmi\u015flik S\u0131ralamas\u0131 Ara\u015ft\u0131rmalar\u0131 (SEGE) verilerine g\u00f6re 4, 5 ve 6<br \/>\nkademelerinde yer alan il\u00e7elerden gelen tekliflere 3 puan verilecektir.<br \/>\n4) Yeni i\u015fler yaratma potansiyeli: 1 yeni istihdam i\u00e7eren proje tekliflerine 2 puan; 2 ve \u00fczeri istihdam<br \/>\ni\u00e7eren proje tekliflerine 4 puan verilecektir.<br \/>\n5) Daha iyi i\u015fler yaratma potansiyeli: Ba\u015fvuru sahibinin mevcut personel say\u0131s\u0131n\u0131n en az %5\u2019ine<br \/>\nproje faaliyetlerinin yap\u0131labilmesi i\u00e7in gereken e\u011fitimleri ald\u0131rarak, personelinin yeni beceri<br \/>\nkazanmas\u0131n\u0131 sa\u011flayacak olan proje tekliflerine 1 puan verilecektir.<br \/>\n1.4. \u0130pekyolu Kalk\u0131nma Ajans\u0131 Taraf\u0131ndan Sa\u011flanacak Mali Kaynak<br \/>\nBu program kapsam\u0131nda desteklenecek projeler i\u00e7in tahsis edilen toplam kaynak tutar\u0131 35.000.000<br \/>\nTL\u2019dir.1 \u0130pekyolu Kalk\u0131nma Ajans\u0131, bu program i\u00e7in ay\u0131rd\u0131\u011f\u0131 kaynaklar\u0131 k\u0131smen veya tamamen<br \/>\nkulland\u0131rmama hakk\u0131n\u0131 sakl\u0131 tutar.<br \/>\n1 Bu tutar, Y\u00f6netmeli\u011fin 21 inci maddesinin sekizinci f\u0131kra h\u00fckm\u00fc sakl\u0131 kalmak kayd\u0131yla, ba\u015fvuru d\u00f6nemi d\u0131\u015f\u0131nda, art\u0131r\u0131lamaz ya da azalt\u0131lamaz.<br \/>\nBa\u015fvuru d\u00f6nemi i\u00e7inde yap\u0131lacak de\u011fi\u015fiklikler ise ajans internet sitesinde yay\u0131mlan\u0131r ve uygun ileti\u015fim ara\u00e7lar\u0131 ile ilgililerine duyurulur.<br \/>\n12<br \/>\nDesteklerin Tutar\u0131<br \/>\nBu program \u00e7er\u00e7evesinde verilecek destekler a\u015fa\u011f\u0131da belirtilen asgari ve azami tutarlar aras\u0131nda<br \/>\nolacakt\u0131r:<br \/>\n\uf0b7 Asgari tutar: 600.000 TL<br \/>\n\uf0b7 Azami tutar: 2.000.000 TL<br \/>\nMikro ve k\u00fc\u00e7\u00fck i\u015fletmelerin yararlan\u0131c\u0131s\u0131 oldu\u011fu projelerde, destek miktar\u0131 proje maliyetinin %<br \/>\n50\u2019sinden az ve %75&#8217;inden fazla olamaz.
